Julie D. Cline | Project Manager

Julie Cline has over 17 years of experience in the field of real estate serving public and private sectors. Most recently, she served at the real estate manager for the City of Elk Grove, California during its peak growth period and implementation of a multi-million dollar Capital Improvement Program. She was responsible for the oversight of all right-of-way acquisition and real estate activities for the City of Elk Grove; including two major highway interchange projects, several road widening projects, and a number of key city facility acquisitions; including a new corporation yard, city hall, and library. Ms. Cline also had a key project management role in other major transportation projects in the Sacramento, California region, including the new Folsom Dam Bridge and the Arden Garden Connector Project. In addition to her tenure at Elk Grove, she served as a senior agent for the City of Sacramento for nine years meeting the needs of various departments including park acquisitions, flood control, utilities, city facilities, and transportation related projects. Ms. Cline possesses the necessary technical and interpersonal skills to lead a project team to a successful outcome. Julie is a certified general real estate appraiser with the State of California.

John Almazan | Real Estate Manager

John has been in the real estate field for 18 years, primarily with the public sector. The bulk of John’s career has involved 15 years at Caltrans, holding various positions within the right-of-way department, at both headquarters and District levels. He has a thorough knowledge of all aspects of the right-of-way process including project management, appraisal, appraiser review, acquisition/negotiations, relocation assistance, and title and escrow activities. He is extremely familiar with the federal and state laws guiding the public land acquisition process and has extensive knowledge of Caltrans procedures and guidelines. John is a licensed broker with the State of California.
