Ron Beehler, SE, CBO
Building & Safety Services Manager | Senior Structural Engineer
Ron brings exceptional plan review and project management experience to municipal building projects on many levels. As former Chief Building Official with the City of Sacramento, Ron directed a staff of 120 engineers, plan reviewers and building inspectors. During this time, the Building division issued over 18,000 permits annually for construction with valuation in excess of one billion dollars. Ron also held the position of Regional Compliance Officer with the Office of Statewide Health Planning & Development (OSHPD) responsible for hospital and health care facility construction oversight in the Los Angeles and San Diego areas. Ron served as Chief of Engineering Design & Construction for the California National Guard. Ron also held the part-time position of Construction Coordinator for seven years with Sacramento Habitat for Humanity coordinating the construction of 23 homes for low income families utilizing volunteer labor.

Senior Structural Engineer
Curt brings a broad range of experience to any project. He has over 30 years of structural engineering experience, 21 years as a design engineer, and 9 years as a structural plan check engineer. As a structural plan review engineer, he has reviewed hundreds of projects for jurisdictions in California, Colorado, and Nevada. The types of projects reviewed included single and multiple story structures ranging from single family dwellings to large commercial and corporate office buildings, industrial and manufacturing facilities, electrical power generating plants, and public elementary schools. Curt has also served as Deputy Chief Building Official for three California electrical power generating projects.
Tom Campbell, PE
Senior Plan Review Engineer
Tom's experience includes over 15 years managing the ICBO (now ICC) Education Program. He directed development of technical publications based on the UBC, IBC and IRC for use in classroom training of architects, engineers, inspectors and code regulators. His experience with ICBO includes evaluating new building materials and methods of construction in addition to plan review of industrial, commercial and residential structures. Tom has over 8 years design and building code instruction of fundamental building design. Tom's code knowledge coupled with his easy-to-work-with style adds incredible depth of resources on any project level.
Fred Cullum
Senior Plans Examiner
With over 35 years experience as a Building Official, Fred is recognized throughout the building industry for his leadership in pioneering building code development. He currently serves on the Regulations and Enforcement Committee of the California Architects Board and teaches for the International Codes Council. He is a past President of the Peninsula and East Bay Chapters of ICC as well as of the California Building Officials. Fred also served on the ICBO, ICC, and ICC-ES Boards of Directors and participated in various code development and interpretation committees, both at the national and local levels. He was an instructor at Chabot College in Hayward, California, for 21 years, teaching a 2-semester class in the application of the UBC.
Bob Berna

Bob thoroughly understands the challenges modern building departments face having served many years as Chief Building Official for the City of Petaluma, California. He utilizes this unique knowledge in his approach to plan review; balancing the delivery of timely and accurate reviews while remaining responsive and approachable to the public. Bob specializes in working directly in-house for jurisdictions, having successfully served the cities of Roseville and Folsom in this capacity. Bob is extremely skilled in all disciplines required to successfully bring projects to approval, having long-time experience with all types of residential and non-residential projects.
Norm Hong, Architect
Senior Plan Review Architect
Norm has over 34 years of experience in architecture, including 10 years as a plan review architect. As a professional architect, Norm has designed a wide variety of commercial, institutional, and residential projects and was very active in the design-related committees and commissions in the City of Livermore, California. During his plan review career, he has reviewed projects for code compliance on behalf of many jurisdictions in Northern California as well as Nevada and Colorado. He is experienced in a large variety of building types and has reviewed complex building systems such as high-profile buildings in San Jose and high-rise resorts in Colorado.
William Miller

Bill has more than 30 years of experience in the building and safety field. He has acquired extensive expertise in plan review and inspection services through his long tenure as former Chief Building Official for the Town of Truckee, California and Building Inspector/Plans Examiner for Nevada County. Bill is skilled in directing, managing, supervising, and coordination all programs and activities of a building division including permit issuance, plan review, building inspection activities, and uses a practical approach to solving problems.
Dave Pasquinelli, PE, CBO
Senior Plan Review Engineer
Dave has over 35 years of experience in providing building safety services for municipal jurisdictions. He is well-versed in all facets of building department requirements and administration having served many years as Building Official for the cities of Santa Clara and Salinas, California. Dave knows exactly what it takes to get a project approved in the building permit process. He served on the Chief Building Official Steering Committee for the Silicon Valley Uniform Code Adoption and Interpretation Program and served on ICBO’s Evaluation Services Committee for three years. Dave was actively involved in the development of ICBO’s Model Program for Special Inspections and is still involved with developing educational programs for building department staff.
Roger Peterson, SE

With more than 17 years of experience in structural design and plan review, Roger brings considerable depth and knowledge to any project. Roger has designed and provided plan review services for multi-story steel and concrete-framed buildings, as well as one to four-story structures utilizing steel, concrete, timber and masonry framing systems. His experience includes schools, commercial and industrial projects, micro-chip production facilities, power plant installations and multi-family residential projects. Roger's expertise contributes to the success and safety of all projects.
JR Rahrick, PE
Senior Plan Review Engineer
JR brings to the table over 8 years of engineering plan review and inspection skills backed by 25 years of engineering design covering a wide spectrum of engineering and construction disciplines. JR has in-depth experience with reinforced and pre-stress concrete, masonry, timber, and structural steel construction design related to commercial and residential buildings, seismic retrofit design of existing commercial and residential buildings (including historical buildings), engineered demolition, temporary shoring, and heavy lifting design related to bridges and large buildings. Exhibiting a strong professional work ethic, he provides thorough and timely plan reviews, enjoys and works well with clients, design and construction professionals, and the public. JR holds a BS/AE from California Polytechnic State University, San Luis Obispo, California. He is a Professional Engineer in the State of California, Utah, and Colorado.

Bill brings to Interwest over 17 years experience in the field of structural engineering including more than 5 years of experience as a plan review engineer. Bill's wealth of experience includes a varied and vast list of projects throughout Northern California and Nevada. In addition, he is very much in demand for hands-on work within jurisdictions due to his great success in blending excellent engineering skills with responsive customer service.

Greg holds a wealth of experience and knowledge in plan review of virtually all types of construction. His long history of work experience with a variety of municipalities gives him added depth and knowledge on the most current building industry policies and advances. He is very active within industry associations and utilizes this on-going education to continually enhance and refine his skills. As past President of the East Bay Chapter of ICC, Greg continues to support and help move forward code-related issues and developments.
