Enterprise Desktop GIS Tool

Elk Grove wanted a low-cost and painless-to-implement GIS desktop tool or “GIS portal” for the entire organization. The portal needed to be easy to use by all staff levels, yet have enough functionality and data integration to be useful.
For software costs of less than $5,000 and a minimal staff set-up time, a “GIS portal” was created. The portal was set-up to utilize the latest map layers and information available. Important tools included in the portal were simple printing and exporting capability, identifying map features, linking data from other business systems, and checking on/off map layers. This particular solution was not web-based and the time it took to implement the solution was approximately two months.
The client now has a dependable single source of accurate map based information. The “GIS portal” is used by 15 – 20 staff members on a daily basis. Answers to simple questions such as “What is the zoning on a particular parcel?” or “Which Council District is a CIP project located?” are a few clicks away.

GIS Integration with Enterprise Systems
Sacramento, CA

Sacramento County purchased the Accela Automation Land Management System to replace several legacy systems. This included activities such as building, planning, and code enforcement. The legacy systems did not have a GIS component except for system exports. The challenge was to integrate GIS into the newly designed workflows in Accela Automation and enhance the AGIS portal for specific business operations.
Interwest GIS staff worked with the Accela project team to install, configure, and enhance the AccelaGIS ArcIMS environment. This included meeting with focus users to gather requirements for data layers, special views, and look and feel. The GIS application saves valuable staff time by using the map to communicate with customers at the public counter, get the property in question and initiate an activity. The system was also configured to use layers for proximity analysis preventing activities from being generated in other jurisdictions.

GIS Strategic Planning and Startup
Rancho Cordova, CA

Rancho Cordova wanted to implement a GIS. The challenge was to produce a properly sized GIS to satisfy the unique requirements of this client’s jurisdiction.
Through a series of meetings with the various departments throughout the customer organization and in-depth data research a GIS Strategic Plan was formed. The plan included a current assessment of technology and data, departmental needs, technical implementation, resource strategy, goals and objectives, and data inventory.
After installation the stated goals and objectives in the GIS Strategic Plan were used as a guide against which to measure success. The final result was a successful startup of the GIS including data collection, maintenance, analysis, map creation, and agency-wide GIS tools benefiting the entire organization.

Revenue Database Streamline / Audits using GIS
Elk Grove, CA

Interwest used GIS technology to quickly collect and analyze building permit information, fee district boundaries, and parcel information. Overlays were performed to compare which properties were paying into the fee districts and which properties were missed. The resulting information was then posted into the appropriate business systems including the County Assessor Tax Roll. In addition, easy to interpret maps were produced to allow for a comprehensive understanding of the geography of the districts.
The customer now feels confident the revenues generated through tax and fee districts are accurate and current. In fact, increases in annual revenue have been accomplished. Communication with the development community has also improved through a better understanding of the district geography.
